CEC: Preliminary results of parliamentary elections after counting 95% of votes

The FINANCIAL — 95% of precinct summary protocols of parliamentary elections of Georgia is available for any interested person at the Central Election Commission (CEC) special webpage. In total, of 3 847 electoral precincts, results of 3626 precincts are counted.

Ana Mikeladze, the Spokesperson of the Commission, detailed the media at the news briefing held today about preliminary results of parliamentary elections held by the proportional electoral system.

As Ana Mikeladze stated, the District Election Commissions (DECs) shall summarize the results of parliamentary elections of Georgia no later than November 11th, while the CEC shall summarize the results of parliamentary elections of Georgia at its session no later than November 19th.

“Complaints submitted to DECs will be discussed before summarizing the results of elections. The administration will examine in detail all complaints and respond appropriately to each misconduct.

As of now, 450 complaints are submitted to DECs. Most of the complaints submitted to DECs were also drawn up during the day at electoral precincts, while complaints related to vote counting were submitted directly to DECs according to legislation.

A vast majority of complaints refer to procedural deficiencies and the main requirement in 280 cases is to impose disciplinary liability measures against the commission members. However, complaints containing other requests were also submitted to the DECs, for instance, 45 complaints refer to annul the results of precinct, 16 complaints to annul the mobile ballot box, and 23 times is requested to draw up protocols of an administrative offense.

We would like to remind you that according to legislation, the decision of the precinct election commission may be appealed to the upper DEC within 2 days. DECs shall consider the complaint and decide within two days after its registration with the DEC. The decision of the DEC may be appealed in City Court which shall decide within 2 days after its receipt. The decision of the City Court may be appealed within a day in the Court of Appeals, which shall discuss the complaint within a day. The decision of Court of Appeals is final and is not subject to appeal”, stated the CEC Spokesperson.

Ana Mikeladze also informed the media in which case the second round of elections by the majoritarian electoral system are scheduled, – “according to election code, if no member of parliament is elected in the first round of elections held by the majoritarian electoral system, the CEC, in addition to the summarizing the first round, shall appoint the second round of elections, on the third Saturday after the elections – November 21. “
