The FINANCIAL — The President of the European Committee of the Regions (CoR), Markku Markkula, has met with Speaker of the Ukrainian Parliament Volodymyr Hroysman to discuss reform in Ukraine. The CoR President gave his full backing to Ukraine’s decentralisation process and offered the expertise of EU local authorities in support.
Decentralisation is a key element in ongoing constitutional reform in Ukraine. The Minsk Agreement outlines a framework to apply decentralisation for the regions of Donetsk and Luhansk which represents a crucial step forward to settle stability and territorial integrity, according to EU Neighbourhood Info Centre.

Markkula said decentralisation could strengthen democracy, support regional development and increase stability, a position echoed by Hroysman, who said it could “make Ukraine stronger”.

The CoR is cooperating with Ukrainian cities and regions via the Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP). It has also set up a political Task Force to advise on the administrative reform in Ukraine.
