The FINANCIAL — Strasbourg – “Women and girls with disabilities need special attention, since they are exposed to higher risks of violence, including domestic violence, bodily harm, abuse, neglect or refusal to provide health care, ill-treatment and exploitation,” said Carmen Quintanilla (Spain, EPP/CD), Rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) on equality and integration of persons with disabilities, on the occasion of the International Day of Persons with Disabilities, according to the Parliamentary Assembly.
“Even though people with disabilities account for 10 to 15 per cent of the European population, disability is still a major ground of discrimination. Full equality of rights and integration for persons with disabilities must cease to be mere wishful thinking, ideas which are forgotten as soon as they are spoken: they must become a reality in our societies,” she added.
“The member States of the Council of Europe must show their commitment by accepting Article 15 of the (Revised) European Social Charter on the right of persons with disabilities to independence, social integration and participation in the life of the community and by signing, ratifying and implementing the UN Convention on the Rights of Persons with Disabilities and its optional protocol, as well as the Istanbul Convention on Preventing and Combating Violence against Women and Domestic Violence,” Ms Quintanilla concluded.
