The FINANCIAL — The European Council has adopted a mandate to negotiate a comprehensive agreement with the Republic of Azerbaijan.
The mandate for negotiations, which will be conducted by the European Commission and the High Representative for Foreign Affairs and Security Policy on behalf of the EU and its member states, was adopted on 14 November, according to EU Neighbours East Info.
The new agreement should replace the partnership and cooperation agreement signed in 1996 and should better reflect the shared objectives and challenges the EU and Azerbaijan face today. It will follow the principles endorsed in the 2015 review of the European neighbourhood policy and offer a renewed basis for political dialogue and mutually beneficial cooperation between the EU and Azerbaijan.
Relations with Azerbaijan are defined around two key principles: a differentiated approach which allows Azerbaijan to decide the extent in which it will participate in the EU’s offer of political association and economic integration and the implementation of deep democracy.
