The FINANCIAL — Ukraine achieved positive results during the negotiations on agricultural issues with the European Union to establish the free trade zone, said Nikolai Prysiazhnyuk, Minister of Agrarian Policy and Food of Ukraine.
He informed that the Ukrainian party managed to increase quotas for duty-free trading of the key agricultural articles of exports in 2-4 times. The agreement with the EU will involve the gradual increase of the quota volume within the period of first 5 years of the free trade zone. If in 2013 Ukraine manages to duty-free export 1.6 mln tonnes of grains to the EU, then in 5 years – 2 mln tonnes, said Taras Kachka, Director of the Department of foreign economic relations of the Ministry of Agrarian Policy.
He added that the quotas for exports of wheat in the EU will be set at the level of 950 thsd tonnes, then become increased to 1 mln tonnes. Shipment volumes of maize will increase from the initial level of 250 thsd tonnes to 350 thsd tonnes, and barley – from 400 thsd tonnes to 650 thsd tonnes.
Taking into account the present situation in the export segment of Ukrainian market, it should be noted that free trade even within framework of the export quotas is a chance to change the disappointing statistics of grain shipment from the Ukraine, observed during recent two second seasons.
However, taking into consideration the changes among leaders of the export market, which are marked last season, there remains an open question as who will be able to use the right of grain exports to the EU?
