The FINANCIAL — The European Public Law Centre and Caucasus University are beginning implementation of a joint project aimed at the modernization of Georgia’s legislation and training of civil servants and judges.
In the framework of the project KOMNINOI, a 3 day seminar has been organized for 22 employees of the Ministry of Justice of Georgia.
This project is funded by the Department of International Development Cooperation (Hellenic Aid) of the Hellenic Ministry of Foreign Affairs.
The professors for the seminars are represented from various European universities. They are selected by the European Public Law Center.
“The European Public Law Center has received international status and currently this organization unites 43 universities. Recently this organization has been aiding developing countries to reform their legislation,” noted Shalva Machavariani, Vice President of Scientific Research Department, CU.
The project aims at providing support to the review and modernization of Georgian legislation as well as training of the members of the administrative and judicial bodies of the Georgian government. More specifically, the project’s objectives include approximation of Georgian legislation to the acquis communautaire – European Union Law, the proposal of legislative reforms, the further development of relations between Georgian public bodies with those of EU Member States, as well as the improvement of the knowledge and skills of Georgian civil servants, the amelioration of decision-making and the combating of corruption.
“The project KOMNINOI is just a part of a big list of projects that Greece is implementing and funding in Georgia through the Hellenic Aid of the Greek Ministry of Foreign Affairs,” Georgios Chatzimichellakis, the Ambassador of Greece in Georgia, told The FINANCIAL.
According to Chatzimichellakis, this project will contribute to the further improvement of the bilateral relations between Greece and Georgia.
“It also creates a promising environment for the additional funding of new projects from the Hellenic Aid Development Program,” said Georgios Chatzimichellakis.
“We feel very privileged to be here contributing to this educational program. Coming to Tbilisi and speaking to a high-level audience of civil servants doesn’t mean that we feel we are more educated in something they don’t know. We would rather like to expose our own expertise and exchange ideas or elaborate on certain things that they would like to be more informed about or acquire more specific knowledge about,” said Vassilios E. Grammatikas, Lecturer at Thracian University.
According to Machavariani, CU, the project KOMNINOI may continue for 2 months and other interested bodies can join.
On February 12 Caucasus University, the Georgian Ministry of Foreign Affairs and the European Public Law Centre held the passing of certificates to the employees of MFA for participation in the seminar of the project KOMNINOI.
“Those people awarded certificates today are the future governors of the country. I’m happy to see that Greece is committed to assisting Georgia in raising the qualifications of its human resources to a European level,” claimed Kakha Shengelia, President of CU.
According to Kakha Shengelia, President of Caucasus University, CU has two main novelties this year. A new School of Technology has opened and Caucasus School of Law is offering its entrants a joint Georgian-European program in law (LLB).
“It is happening for the first time in the Georgian educational system, that a Georgian European bachelor in law program is taking start. We hope to admit 35 students for this program,” said Maruashvili, Dean of Caucasus School of Law.
“We have partnership relations with an international public organization of law and together we are starting a 4 year bachelor degree program. The students will study 15 different subjects and after graduation from this program they will be absolutely ready to continue studies at any university around the world for a master degree with a major in international law,” added Maruashvili.
According to Shengelia, the learning process of this program lasts four years, but during the last year students will study in Greece and after graduation from this program, they will receive a dual bachelor degree in law.
According to Maruashvili, a fluent English background is a must for entrants to this program, also they prefer students with high points in general skills.
According to George Simongulashvili, Vice President of CU, at the newly launched Caucasus School of Technology, they are going to admit 60 students this year, but for the next year the number of entrants will increase.
The Caucasus School of Technology in the academic year 2008-2009 is offering its entrants four faculties:
– Databases and Knowledge-Based Systems
– Graphics and Human-Computer Interaction
– Networks, Parallel and Distributed Computing
– Computer Software Systems
“These are much demanded professions, the first brings one into closer contact with the advertising and media business, the second with business companies and telecommunication companies, and in these spheres the management of databases is very important,” Simongulashvili told The FINANCIAL.
