The FINANCIAL — On June 7, a conference on Legal Paradigm within EU-Georgia Association Agreement aiming to increase the efficiency of the state governance was held at the Radisson Blu Iveria Hotel.
Minister of Justice Tea Tsulukiani, Deputy Minister of Economy and Sustainable Development Genadi Arveladze, State Minister of Georgia on European and Euro-Atlantic Integration Victor Dolidze, Chairperson of the Georgian Parliament EU Integration Committee Tamar Khulordava, Chairperson of the Georgian Parliament Legal Issues Committee, Eka Beselia as well as the other representatives of the legislative and executive branches of Georgian Government attended the session.
Legal Paradigm within EU-Georgia Association Agreement was jointly organized by the EU project, the Ministry of Justice and the Office of the State Minister for European and Euro-Atlantic Integration. Deputy Minister of Economy and Sustainable Development of Georgia, Genadi Arveladze delivered a report at the first panel of the conference, according to Ministry of Economy and Sustainable Development of Georgia.
“Today’s event was dedicated to the process of legislative approximation between Georgia and the European Union within the framework of the Association Agreement as well as to involving and engaging various interested bodies into the process. This process should be maximally efficient and transparent since it implies expenses and it is also quite time-consuming. Implementation of the commitments and legislative approximations implied by the Deep and Comprehensive Free Trade Agreement should be put into practice in a way that brings no harm to the private sector or the general population. We also find essential to provide continues institutional development of the state agencies. Therefore, we agreed to coordinate our work with the Parliament as well as other government agencies,” – Genadi Arveladze stated.
The process of legal approximation within the commitments under the DCFTA, legal approximation in terms of government institutional and administrative capabilities, legal approximation guidelines elaborated by the Ministry of Justice and methodical recommendations, techniques of legal approximation, importance of methodological documentation and best practice of different countries in this regard were discussed at the conference.
Ambassador of the European Union to Georgia, Janos Herman, welcomed the participants of the conference. The Ambassador noted that Georgia’s task is to finish the legal approximation as to bring Georgian legislation closer to the EU legislation by 2020. “This covers the areas that are set out in the Association Agreement. Georgia has done quite much so far and we appreciate it, but intensive work for the remaining period is also essential. The year 2020 is round the corner and the EU continues to support this process. In my opinion, legal approximation is the main aspect of the Association Agreement. At the same time, I should point out that it is important not just to adopt new laws but also to implement them effectively. Democracy, the rule of law, human rights are the fundamental principles that lie in the foundation of Georgia and EU relations” – Janos Herman said.
