The FINANCIAL — Members of the Georgian National Communications Commission improved their understanding of how to conduct media monitoring during election campaigns, ensuring that the laws governing media coverage of elections are followed, during a two-day training for trainers held in the country’s capital Tbilisi between 14 and 15 May.
The event was organised in the framework of the joint EU/Council of Europe Programmatic Cooperation Framework’s (EU/CoE PCF) project aimed at promoting freedom, professionalism and pluralism of the media, according to EU Neighbourhood Info.
During this capacity building activity the Council of Europe expert shared European standards and best practice related to the role and duties of the media authority and media companies during the pre-election campaign. The expert also reviewed the legal provisions concerning the publication of programme airtime, the rules for the allocation of paid and free political advertising, the disclosure of funding, the legal and ethical standards of media coverage of elections as well as what relates to holding political debates and publishing the results of election polls and surveys.
The joint EU/CoE PCF aims to provide extensive and substantial expertise on strengthening the capacity of institutions in the six Eastern Partnership countries to implement domestic reforms and bring them closer to the Council of Europe and European Union standards in the fields of human rights, democracy and the rule of law. The EU’s contribution to the PCF is EUR 30 million.
