The FINANCIAL — Experts from the EU-funded energy programme INOGATE visited Moldova on 3-6 March to take part in meetings with Energy Service Companies to review the current legislative framework, identify obstacles to the successful implementation of Energy Performance Contracting (EnPC) in the country, and develop draft legislation.
 The aim is to support Moldova in developing certain documents aligned with the EU best practices, such as:
– EnPC template for the public sector;
– EnPC template for the private sector;
– Methodology for energy performance contracting in the public sector based on best practices (economic feasibility assessment, distribution of extra project benefits, etc.);
– Guidelines for the elaboration of terms of reference for EnPC in the public sector (technical requirements, tender procedures and requirements, etc.).

INOGATE is an EU-funded programme promoting international energy co-operation between the European Union and the Partner Countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. The programme’s activities focus on four key areas: convergence of energy markets on the basis of the EU principles; enhancing energy security; supporting sustainable energy development; and attracting investment in energy (particularly in Sustainable Energy) projects of common and regional interest.
