The FINANCIAL — Parliamentarians from 15 European nations, as well as Kyrgyzstan and Kazakhstan, met in Istanbul on 26 and 27 March together with experts to discuss codes of conduct and how they might operate in the parliamentary context, as well as the sensitive issue of financing political parties and election campaigns.
The seminar, organised by PACE’s Committee on Rules of Procedure, Immunities and Institutional Affairs with the participation of the Parliamentary Assembly of the Turkic-speaking countries, was part of PACE’s continued efforts to promote the transparency and accountability of elected bodies within and beyond Europe.
Codes of conduct should cover issues such as independence, transparency, disclosure of assets, and disclosure and resolution of conflicts of interest, participants agreed. Participants also looked at Council of Europe standards on political financing in the light of the recent Committee of Ministers’ Recommendation on the subject, agreeing that funding for political parties, while necessary, can present risks, according to PACE.
