The FINANCIAL — The Kyiv city state administration is planning higher rates on heating services for the population of the city after the end of the 2009/2010 heating season.
Anatolii Holubchenko, first deputy head of the Kyiv city state administration, announced this at a conference call meeting with the heads of the regional state administrations on the matters of current payments for natural gas and electricity supplies by consumers in Ukraine.
According to Anatolii Holubchenko, the Kyiv city state administration has agreed the question of gradual introduction of higher rates with the Housing and Utility Economy Ministry.
"We have convened a meeting with the Housing and Utility Economy Ministry and we start the procedure of gradual introduction of higher rates right after the end of the heating season of this year," said Holubchenko.
The first deputy head of the Kyiv city state administration said the current rates on heat cover some 51% of the prime cost of the service.
As Ukrainian News earlier reported, the 2009/2010 heating season ends on 15 April 2010.
On April 29, the Kyiv municipal administration raised the tariffs for supply of cold and hot water, removal of sewage, and supply of heat energy by 48.8-104.1% for the population, effective from June 1, and set separate apartment rents for every building.
The municipal administration suspended these tariffs on July 17 after several individuals and the Klychko Bloc challenged the decision to set them.
As a result, the municipal administration set temporary tariffs for the period of August-September and reduced the tariffs by 5% compared with the tariffs that were set on June 1.
On an agreement with the Cabinet of Ministers the Kyiv city state administration decided to cut the rates on central heating, the hot water supplies, and the city water supplies for the population by 22.7-29.2% to "virtually" the rates effective until June 1, 2009.
