Front-runner Almazbek Atambayev claimed victory Monday after a preliminary count showed him winning over 60 percent of votes in Sunday's election.
The Organization for Security and Cooperation in Europe's election-monitoring arm said that inclusive candidate registration and the wide choice of candidates on offer was ultimately overshadowed by irregularities in the counting and tabulation of ballots.
