He is the second Russian official, after Foreign Minister Sergey Lavrov, who arrived in breakaway South Ossetia after Moscow recognized its independence.
Interfax news agency reported that Boris Gryzlov, who is simultaneously the leader of the Russian ruling party, has already signed a cooperation agreement with the South Ossetian ruling party.
