The FINANCIAL — “The European Union is proud to be both: a model for and supporter of the Georgian Government’s efforts” –EU Ambassador János Herman said during the joint briefing with the Prime Minister of Georgia.
The European Union signed with Georgia a financing agreement launching a €30 million programme in support of public administration in Georgia. Georgian Prime Minister Giorgi Kvrikashvili and EU Ambassador János Herman made their statements in this regard, according to MFA of Georgia.
According to the EU Ambassador, public administration is indeed the backbone of the democratic development of the country. The smooth functioning of public administration is essential to ensuring the population’s trust in the State and its institutions. He said that the European Union’s support programme will assist Georgia in developing the sector of public administration.
“Georgia’s national reform strategy adopted in 2015 is based upon European principles of public administration. Public administration reform is our common goal under the EU-Georgia Association Agreement. As a matter of fact, this reform is an important component of the implementation of the Agreement itself. No doubt, we recognize the importance of public administration reform. It represents 25 percent of the current EU Financial support to Georgia. The objective of moving forward the reform process led to the adoption of the 30 million euro programme we announced today. The European Union contribution will be financial, through budget support but also technical, through the mobilization of expert teams to reinforce the administrative capacity and skills” – János Herman said.
He expressed his thanks to Prime Minister Giorgi Kvirikashvili for his efforts towards implementing the public administration reform and successfully pursuing the dialogue with the EU.
“Mr Prime Minister let me thank you for your personal attention to our common endeavour. I also want to take this opportunity and praise the quality of the dialogue between the Georgian Government and the European Union. During the entire preparation of this Progarmme this reflects the high spirit of partnership between us. We are sure the same spirit will continue throughout the implementation process.
Georgian Prime Minister Giorgi Kvirikashvili assessed the European Union’s assistance in implementing the important reforms as an enormous support from European friends and partners and expressed his special gratitude to the ambassador of the European Union.
„I would like to thank the EU and personally the Ambassador for the assistance and co-operation. The EU is one of the biggest donors that for many years has been actively helping us to implement democratic and institutional reforms. Many successful reforms were carried out thanks to the EU’s support. Since 2011, Georgia received grants and technical assistance from the EU in amount of more than €450 million. I would like also to thank all donor and international organisations working in Georgia and Georgia’s non-governmental sector for their active support for reforms carried out in this important sphere,” the Prime Minister said.
According to Giorgi Kvirikashvili, the reform carried out in the public administration sphere will play a significant role in fostering democracy in Georgia, in building strong and independent state institutions and in economic development. The Prime Minister also underlined that the public administration reform is one of the directions of the four-point Governmental reform plan and at the same time, it represents the most important obligations undertaken under the EU Association Agreement.
“The aim of the public administration reform is to create the effective state administration system, to upgrade the civil service and policy planning system and to enhance the best European experience in this sphere. The aim of this reform in terms of public finance administration and open administration is to develop the citizen-oriented, modern state service. We have already managed to achieve concrete and impressive results in the frames of this reform. We have developed a new law on public service approved by the Parliament last October. Our Government has approved the Policy Planning System Reform Strategy and Action Plan, which is already under way. We have been working on the development of results-based management, monitoring, reporting and assessment systems to improve the public service development strategy, e-Governance and other directions,” the Prime Minister said.
The Prime Minister expressed his hope that EU-Georgia co-operation in the public administration sphere will further enhance the close relations and will play significant role in Georgia’s integration with the EU.
The public administration programme provides for budget and expert support in amount of €30 million.
The public administration reform, which is one of the most important parts of the four-point Governmental reform plan, has been carrying out since 2014 through coordination by the Government Administration and provides for creation and development of the transparent, foreseeable, responsible and effective public administration system.
The public administration reform unites different spheres of the state administration, including, policy development and coordination, human resources management, accountability, providing the public services, public finance administration and local self-management.
