The FINANCIAL — Ukraine has started a presidential election campaign.
Political parties and their election blocs participating in the upcoming presidential elections shall put up their candidate for the presidency, and independent nominees shall confirm their readiness to run for president between October 20 and November 6.
The presidential candidates or authorized party and bloc members shall submit documents to the Central Election Commission (CEC) by November 9 to be registered as candidates for the presidency.
The Central Election Commission shall make a decision on registering presidential candidates or rejecting them within five days after receiving the documents.
Presidential nominees are entitled to repeatedly apply for registration with updated documents by November 11 in order to obtain registration by November 13.
The Central Election Commission shall issue a list of the registered presidential candidates in the Holos Ukrainy and the Uriadovyi Kurier newspapers by November 18.
Election propaganda shall follow registration of the presidential candidates by CEC and end by January 15, 2010.
The Central Election Committee shall make public presidential candidates' property and income declarations in the Holos Ukrainy and the Uriadovyi Kurier newspapers, and post this information on its website within three days after his/her registration.
District election commissions shall be established by November 27.
Polling divisions abroad shall be set up by December 9.
Presidential candidates or their representatives in the territorial election commissions shall introduce members of polling stations to the district election commissions by December 13.
Polling stations including those abroad shall be established by December 21.
The district election commissions shall send each voter an invitation card by January 1, 2010.
The mass media shall stop disseminating public poll results about a presidential candidate on January 2.
Foreign states and international organizations shall apply to the Central Election Commission for registration of their authorized observers directly or through the Ministry of Foreign Affairs by January 9.
Heretofore the Central Election Commission shall ensure publication of voting bulletins.
The polling day is slated for January 17 from 8:00 a.m. to 8:00 p.m.
The district election commissions shall count votes within the districts, and the Central Election Commission in the polling stations abroad by January 22.
The Central Election Commission shall determine outcomes of the election and make them public by January 27, and then publish in the Holos Ukrainy and the Uriadovyi Kurier newspapers during the next three days.
A president-elect shall take the office within 30 days after official publication of the election outcomes.
As Ukrainian News reported, the Central Election Commission on September 30 endorsed the schedule of key organizational arrangements for upcoming presidential elections.
The Constitutional Court on October 7 examined the petitions presented by President Viktor Yuschenko and 48 Verkhovna Rada deputies on constitutionality of certain provisions of the Law on Presidential Elections.
Mykhailo Okhendovskyi, a CEC member, predicts the Central Election Commission will announce the results of the 2010 presidential elections on February 17, 2010 in case of a runoff election to be held on February 7, if required.
