The FINANCIAL — Ukrainian Grain Association appealed to Nikholay Azarov, the Prime-Minister of Ukraine, with the open letter and asked the Government to disclaim from maize export quotas imposition and increase quota volumes for other grains.
The open letter of Ukrainian Grain Association is about the Government intentions of quotas imposition for the certain agricultural crops, which Vladimir Klimenko, the President of Ukrainian Grain Association, signed on October 13.
Ukrainian Grain Association examined the Decree of the Cabinet of Minister of Ukraine “About quotas imposition for separate varieties of agricultural products, which exports to be subject to licensing till December 31, 2010 and the order of license issuance”. The Association shares the Government excitement regarding grains purchase prices increase on the foreign markets, and the necessity of the stability provision of the domestic market development, stated the letter.
At the same time, Ukrainian Grain Association notes that taking into account grain export volumes, consumption and production balances in Ukraine, grains quotas imposition is unreasonable. Because it will cause the essential losses to grains producers and exporters, and contract obligations breaking by them at the foreign contragents. Due to the fact, the image of Ukraine as one of the world grains export leader will be blurred.
Besides, according to the letter, quotas imposition and the procedure of licensing for separate varieties of agricultural products, including grains, breaks the obligations, which Ukraine accepted after the entering the World Trade Organization. Besides, grain quotas imposition breaks the condition of the Constitution of Ukraine, legislation on the foreign trade activities, about the basis of the National Security of Ukraine and about the grain market functioning in Ukraine.
Due to the difficult situation on the grain market, Ukrainian Grain Association applied to N.Azarov in order to consider the Association offers in the shortest term, which will allow to decrease the negative influence from grain export quoting at the national producers and the international image of Ukraine.
