The FINANCIAL — The USAID/Georgia Human and Institutional Capacity Development PLUS Project, implemented by Chemonics International, intends to issue an Indefinite Quantity Subcontract for the provision of technical assistance services related to assessing and improving the capacity and performance of Georgian institutions.
Specifically, HICD PLUS will procure services to conduct performance and sector assessments, design and implement capacity-building activities, and deliver trainings and other technical assistance.
An Indefinite Quantity Subcontract is an umbrella subcontract, under which firm fixed-price task orders will be issued for specific programs. HICD PLUS intends to make up to five IQS awards. The period of performance of the IQS will be two years: December 2011 – December 2013. The IQS ceiling is Georgian Lari 750,000.
It is the desire of HICD PLUS to expand the pool of Georgian service providers capable of providing such services. Therefore, HICD PLUS encourages the formation of consortia in response to this RFP.

HICD PLUS will hold three identical bidders’ conferences for interested offerors at the following dates and times:
1. Friday November 11, 2011 at 16:00
2. Monday November 14, 2011 at 13:00
3. Wednesday November 16, 2011 at 10:00
The bidders conferences will be held at the HICD PLUS office, located at 15 Paliashvili Street, 2nd Floor, 0179, Tbilisi. Offerors should confirm their attendance via email to dpagava@hicdplus.ge. The conferences will provide an opportunity for interested bidders to ask relevant questions of HICD PLUS staff about the IQS mechanism and to network with other service providers. Any instructions, answers, or guidance from any HICD PLUS source – whether oral or written – prior to the award of the IQS shall not be binding.
