The FINANCIAL — From March 2008 Caucasus School of Law (CSL) will continue the Greek KOMNINOI project this time in cooperation with the Ministry of Justice of Georgia. Before the school though, the Embassy of Greece in Georgia and the Ministry of Foreign Affairs of Georgia (MFA) celebrated the successful completion of the project’s 1st phase.
“The second phase of the KOMNINOI project after the MFA is going to be the Ministry of Justice of Georgia. There are 7 basic topics at the Ministry that have turned out to be most interesting at this point and negotiations are being held at present in order to get the finally modified version of these topics. Similar trainings were a great success in Eastern Europe and I’m happy we were able to adopt the project to the Georgian reality,” stated Shalva Machavariani, Caucasus University (CU) Vice President for Research.
On February 12 Caucasus University, the Georgian Ministry of Foreign Affairs and the European Public Law Centre held the passing of certificates to the employees of MFA for participation in the seminar of the project KOMNINOI – Modernization of Georgia’s legislation and training of civil servants and judges. This project is funded by the Department of International Development Cooperation (Hellenic Aid) of the Hellenic Ministry of Foreign Affairs.
“MFA staff- the project participants have covered a large distance, though in order to reach a European level they have to keep on ‘swimming’ to the “finish” line and not waste time contemplating how far away the destination might be. So, here’s my advice: “Shut up and swim!” The Ambassador of Greece in Georgia, Mr Georgios Chatzimichellakis, told The FINANCIAL.
The project KOMNINOI underlines the commitment of Greece and the Ministry of Foreign Affairs / Hellenic Aid to support Georgian initiatives on EU matters and reinforce the collaboration of Caucasus University with the European academic community through projects of the European Public Law Centre.
“Those people awarded certificates today are the future governors of the country. I’m happy to see that Greece is committed to assisting Georgia in raising the qualifications of its human resources to a European level,” claimed Kakha Shengelia, President of CU.
CU was established in 2004. CU is a new institution founded on the basis of Caucasus School of Business which was established during the transitional period of the country in 1998 when Georgia was making the first attempts to move from planned to free market economy. Now Caucasus University has got three schools: Caucasus School of Business with eight years of experience, Caucasus School of law and Caucasus School of Media, a relatively new school.
“In November special trainings were conducted for our staff in terms of international legislation, WTO and various other interesting and useful issues,” noted Irina Dakhundaridze, Deputy Director of MFA HR Management.
The professors for the seminars are representatives from various European Universities. They were selected by the European Public Law Centre.
The first phase of the KOMNINOI project is aimed broadly at providing support to the review and modernization of Georgian legislation, as well as the training of the members of the administrative and juridical bodies of the Georgian government. More specifically, the project’s objectives include the approximation of the Georgian legislation to the acquis communautaire, the proposal of legislative reforms, the further development of relations between the Georgian public bodies with those of the EU Member States, as well as the improvement of the knowledge and skills of Georgian civil servants, and the amelioration of decision-making and the combating of corruption.
The implementation of the project KOMNINOI included organizing 3 day seminars for the employees of the Ministry of Foreign Affairs of Georgia. In the result of the discussion with the Ministry the employees of the Ministry attended the seminars in the following subjects: Development Administration Management; International Institutional Law (WTO); International Human Rights Law; Quality/Performance Management; International Law and Armed Conflict; Legal Aspects of International Security.
